Cellular Bands
The Memoir is a quad-band GSM device that will operate in the U.S. and globally; support is included for the 850, 900, 1800 and 1900MHz bands, so it should be good to go on any GSM network. No support is included for the CDMA networks used by Sprint and Verizon, though.

Data Support
The Memoir is 3G-capable on T-Mobile's network, which runs at 1700Mhz. It also supports the 2100MHz frequency band that is used by many European networks, but not the 1900MHz or 850Mhz frequencies that AT&T use on their US GSM network.  What all this means is that you will be able to use the Memoir on some 3G GSM networks, but not on AT&T or others that use the different frequency bands.

Bluetooth
The Memoir has Bluetooth 2.0 and offers a number of profiles, including the basic handsfree and headset profiles in addition to stereo bluetooth audio, also called A2DP, as well as file transfer, object push, and others.

Wi-Fi
Disappointingly, the Memoir does not have Wi-Fi. Uploading pictures created by the 8-megapixel camera will take a bit of time over the cellular data network, and we're quite irked that Wi-Fi is missing.
